Shouldn't this be on the request App forum? There you have more chances.
I advice you something: first search for a non-portable app that does what you want, check if it is OSS (no freeware here), and then request it, or use PAC (see beta forums).
It`s not so important for me to get it into .paf. Sure I prefer OSS, but I also use freeware.

It replaces the normal Windows taskbar clock; it is highly configurable, it has a timer and a cuckoo clock-function (it can play a sound every hour on the hour), and you can syncronise the clock with two clicks (if you prefer your local correct-time-provider instead of the default japanese you can choose that). It does not need installation (it does leave a registry key - but it comes with a recipe of how to remove it.)
