I would like Rules player as a replacement for Mplayer. It;s just a more featured build of mplayer works just as well iwth mroe options. Hey you can have both. comes in zip format so should be a problem making it a portable app.

the way it is. Just download the "Binaries" versino and copy the folder to /PortableApps/

I don't know about the License though. The Readme just says:
But all the source is included in the package.
So could I just repackage it and leave the source in there?
