I don't know if its the best but its the only one if heard of.

I would like any of 'em if they can alter the system so that the folders open up with it. But there actually is not windows exploer replacement because it also covers the desktop, task bar, and start menu

XYplorer is the only really good file manager I've found. Unfortunately, it costs money.
There are a lot of twin-pane file managers out there. If that's what you like, you shouldn't have too much trouble. Or you could always wait until KDE 4 is stable and use Konqueror.

Again, what does KDE have to do with a WINDOWS explorer replacement? I believe the user wants a different file manager, not a different operating system.

KDE4 has Qt4, that is available for windows. Theres an alpha version on their site, that installs all already ported KDE4 apps. But I think that a better explorer replacement is Dolphin (KDE4s file manager).
Blue is everything.
Dolphin is great.
Qt 4 (one of KDE's major dependencies) was only recently ported to Windows. KDE 4 will be available for Windows.

Did Trolltech change their license so Qt is Open Source now? Last time I checked it wasn't and threefore a no-go for hosting on Sourceforge.

I guess it did. However, I cannot find anything for Windows outside of the Techbase.

It's not open source but you can use it portably. Just go to their site (www.ghisler.com) for details. You can even integrate it in the PAM (portable apps menu) by making a new folder in the programs folder and copying the file it creates in the root of the drive for quick access.
I use it portably and it works fine.
