This is probably a really dumb question, but are all command line programs portable? I'm just talking about the command line versions of programs like 7-Zip, MPlayer, Mencoder, FLAC, LAME, etc.

Not necessarily. The Sysinternals programs, for example, are not. They create registry entries on first run to mark the reading of the EULA.
Wouldn't running it from dosbox portable though make it portable?
