Something like Rhythmbox would be great but too bad it's not ported to Windows.
Zinf then, and you'll have to build the latest version for Windows using MSVC++ apparently. Ah well. VLC crashes every few songs playing Ogg Vorbis.

Can you provide a bit more info? Like a link to where we can find Zinf, and a description of Zinf. The description may seem obvious since you mention Rhythmbox and VLC, but not everybody will know what you are talking about, and we could google it and find Zinf on our own, but it makes it easier for us to help you if you provide as much info as possible.

According to sourdforge it's programmed in c and c++
the only downside is it hasn't been updated in a few years, but I did decide to try it on vista and I haven't run into any problems with it yet.
