The help guide for Gimp is huge. The portable version of the help guide I think is over 60 MB. What part of it is safe to delete after install? I just need the English help.

Sorry. Couldn't resist making that joke. The help installer lets you install several languages. It always installs English and then the lanuguage whose checkbox you ticked. English is selected by default so if you don't add another language you'll only install English.
The 60MB you mentioned is only English but the actual html files are only 7mb. The biggest part are the images. Some of them are localised so you can maybe delete them (an example is \GIMPPortable+help\App\gimp\share\gimp\2.0\help\images\dialogs).

The English only help file from the Gimp home page is only 21,536 kb where as the multi language help file is over 63,000 kb is there a way to install that in the portable Gimp. I really don't want 60+ Mb of help files but I do want the full English help files.
From what you have posted it seems that most of the size of the Portable Gimp help file is images so even if I removed the non English files it will still be huge. Wonder why there is such a big difference in size for the regular Gimp help files. There is a 40,0000 kb difference form the English only help and the multi language help. The issue is the graphics for the other languages are installed even though you select only "english" for example. The GIMP Help installer needs to be fixed.
In the mean time, you'll have to go thru and manually delete all the folders that begin with foreign language identifiers, like \GIMPPortable\App\gimp\share\gimp\2.0\help\images\dialogs\zh_CN for example.
I just completed that task and it's easier than I thought. Just right click on the \GIMPPortable\App\gimp\share\gimp\2.0\help\images directory and select "Search" and type in *.* then sort by the "Name" column. Delete all the folders named with foreign language designators like "no", "it", "zh_CN" etc.

delete everything non English or Spanish in every app without problem, so I think you can do it too...
