I use Tb portable since 5 months ago, and all worked fine.
But one week ago, i can't send mails.
My TB says:
""the message no could be sent because connecting SMTP server mail.riseup.net failed. The server maybe unavailable or is refusing SMTP conections. Please verify that your SMTP settings is correct and tray again, or else contact your network adminstrator"
what's the problem?

If TB was able to connect regularly before, and only stopped recently, I would ask if you are on a different Internet Service Provider. Some service providers block you from making SMTP connections to anywhere on the Internet. If you are geeky you can use the telnet command (at a command prompt) to see if that is the case.
One solution would be to use the ISP's SMTP server. You could configure it as an alternative SMTP server in TB, so it is easy to switch back and forth.
Another solution is to see if your riseup service has an alternative "port" for SMTP. If so, that port may be more reliable.
Having the SMTP port blocked is becoming fairly common, so working out an alternative is a good idea.

It bis easy to configure a smtp name that works with different ISPs, what I always wondered is if you need to put a name and password (the checkbox right under the new SMTP name).
If yes, what must these settings be?

The issue is that to prevent relaying and spamming, people who run SMTP servers have to be sure of who is using them.
In the original SMTP specification, however, there was no method for authentication specified. Although later versions of the spec include SMTP-AUTH, there are still SMTP clients out there that cannot use it. Because of this, most ISPs check who is allowed to send based on whether or not they are directly connected to that ISP as customers - i.e. their IP address is one of the ISP's dialup or broadband addresses.
What that means is that as soon as you start to travel around, with your portable config, you're no longer on their network, and are therefore unable to send email.
Some ISPs also allow their customers to send email if they're out and about on other connections, by using the username/password authentication. Not all ISPs offer or allow this service, but if they do, it will usually be using the same details as your normal email account is, so the same settings as you use for POP or IMAP.
If you're trying to set up an email account so you can use it from anywhere, you'll need to talk to the tech support people at your ISP and ask if it is possible to use SMTP-AUTH.
If not, then another way is to create a gmail account, and add that to Thunderbird. There are instructions on the settings to use for both sending and receiving on the gmail site, and you can send out through your gmail account with the from and return address details being your normal account if you wish.

You'll need to set it all up in Thunderbird.
You can quite successfully use it with IMAP to check and manage your gmail account, or you can virtually not use the gmail account, and just use their SMTP for the outgoing mail when necessary
