I have a program called neomonitor...that serves one purpose to detect port scans and send an event to event log or send an email to a certain address. This program is old and the company is no longer...but it works pretty good and is hard to find. I have an exe that works when you open it....could this be used? I figured it would help in the lack of security tools for portable apps...wish there were more apps portable like a firewall,antiphish,hips,...etc...

Unlike open source software that can be updated if the original company or group disappears, closed source software can not be. Often you can get away with it if the company has totally gone out of business and no one bought their software copyrights at a bankruptcy sale, but you're still technically violating copyright law, I believe. If you want a real answer, you'd need to ask a lawyer (as I am not one).

Computers in the current state of the Internet need to have a full-featured firewall installed. A port scan of a firewalled machine would not find any ports open, and for most people that should be the end of it.
If you are setting up a trap to detect people that are scanning ports, this functionality might be useful, but I wouldn't recommend that most people do it. There's not a whole lot you can do with the information other than use a firewall to block the machine that is scanning ports; but a good firewall blocks all such scans by default ... in other words, see my first paragraph.
That might explain why the program is no longer supported.

I advise you to track down the original developers someway, they might have more information about these things. They also might still have the sourcecode.
