i do a few of my own, none I'm post here yet, but if you'd like to see some i'll post some somewhere
if your doing 32 by 32 windows icons use Gimp with a like 600 by 600px transparent background and then shrink it down once your creation is finished and make sure to crop as close to the image as you can so you can see more of the actually icon not just empty space

I think you could get some one to design something for you, but you can also check out the tango desktop project's icon library, which is used in the gnome desktop environment.
There are some basic icons there. You can use them for any free or open source software.

I'm a beginner artist (see updater beta1). And I'm not very good (I use a mix of Inkscape, GIMP and IcoFX). I advice you for b23 idea.

The best apps for doing icons are Inkscape and IcoFX in my opinion.

The first to do high quality icons. The second to pass them to the right form.
