I'd love to see mIRC or any other open-source IRC client with theme-capabilities hit the portable arena.

Miranda portable has theming abilities, though, admittadly, I haven't figured out how the theme. Though, you could look in the addons.
Pidgin also has theming abilities, I think.

mIRC is not open source, but you can search on the forum since some time ago (about a year) I asked the same (a launcher) and there are some good instructions posted twice...
Anyway, you can run mIRC as portable just using the command line -portable.
Plus, there is x-chat portable in the beta testing forum, Miranda have IRC capabilities (I don´t know about pidging), and you can have ChatZilla as an extension in you Portable Firefox.
If a packet hits a pocket on a socket on a port,
and the bus is interrupted as a very last resort,
and the address of the memory makes your floppy disk abort,
then the socket packet pocket has an error to report
Miranda has IRC capabilites. It just takes a bit of clicking to get them in the same tab as your other chats with tabsrmm.
Pidgin has irc as well.
Make a irc account within Pidgin login manager.
Join a chat
select the irc protocol and then enter type in the room you wish to enter
join
