Because some add ons are not fully portable, and there is no list on which ones are and aren't, I would like to know if the following plugins are portable before I add them to my flash drive.

The solution is always to search first. Generally, if you find it mentioned with an issue, it's not. Otherwise, just try it and see.

Looks for any new significant keys. If you see something like HKEY_CURRENT_USER\Software\Flashblock under Keys Added, then that extension is likely not very portable.
A list of non-compatable plugins may be a worthy thread for a sticky.

They ARE NOT THE SAME.
In my experience [which is only my own]
Most Add-Ons/extensions I've worked with Are portable.
Most Plug-Ins I've worked with Are Not portable.
This, as stated, is my experience. Note in each case I've said "most" not "all" and "I've worked with"

Well they are the same to me.
So perhaps you should explain what the difference is.
A plugin is basically a link to some external program (Windows Media Player, Java Runtime, Flash, Shockwave, etc.) while an add-on or extension is a direct attachment to the browser itself (or script that gets embedded on all visited pages) to extend functionality.

and the difference really comes into play with FFP.
Usually an Add-on/Extension becomes part of FF and can travel with it. It does not rely on a new host having pre-installed a version of the "program".
Usually Plug-Ins access the full version of the program on the host system. If the host system does not have RealPlayer the realplayer-plug-in will not work.
note: the Flash-plug-in is a notable exception to this. Because it is a small, self-contained, standalone program that interacts with the browser directly, as long as the plug-in is in the plugins directory it will work as you move from host to host, whether or not the host system has its own version of Flash.

This will cover most of your audio and video selections, so if you have that installed along with your PFF, you don't have to rely on the host computer's players. Just make sure you do your file associations in "options".
I found and installed add-ons, but it says "This add-on will be installed when Firefox is restarted." But when I do restart Firefox, it just keeps saying that. I can't install any add-ons completely cause of this. Is there a way to "simulate" a restart in Firefox? Despite which computer I use, it won't install. From computer to computer, the add-ons show in the list of add-ons but they keep having that same message on them.

do a backup, then redownload/do a fresh install of FFP - no copying over or upgrading, try something like NoScript extension..
don´t install to much addons in one go, be sure that you´re Windows account settings aren´t too restrictive when you install the addons, that should work..
and .. it will take some time till the new installed addons are found during restart,
so just have a short break while waiting for the window to show up
