Hey I've found the need for a good Free PDF editor (Text, Images and all) growing. Can anyone who is aware of a good program please post their ideas so that the developers can pick one to work on.

FoxIt(http://www.foxitsoftware.com) seems pretty good, and they already have a U3 compatible version. It would be nice to have the reader, editor, and creator open from a control panel as with XAMPP.

inkscape can create and modify pdf.
It's not Adobe creator but it make the work done.
And it's portable.

Can you open JPG, GIF and Office files (including 2007) and then export them to PDF?

I just tried to open a pdf file for my wife uing the latest non-portable version and pdf is not on the list of inkscape files types. I then tried to import it using 'all files' as my filter; no go. I'd appreciate a hint on how you open pdf files in inkscape.

Do you realize their creating/editing PDF softwares cost money? And their free reader is not open source.
I've been considering doing a launcher for PDFCreator, which would make PDFs, and there is an outdated Scribus Portable that works with PDF files as well. PDFTK Builder portable does some editing. The OO.o programs print to PDF too, as well as inscape which has a beta test (mentioned above).
I am unaware of the full PDF capabilities of Scribus, but i'm pretty sure it will edit. Try that, maybe we can get someone to update it.
PDFCreator installs as a printer driver....won't work portably.

There's no way to open a pdf file like a word document 'cause pdf is a graphical format.
You can edit pdf file like a series of images with some modification possibilities.
I'll use inkscape and scribus and they make the work but they're not Adobe Creator.

To put it simple there is/was no such thing you are asking for.
The design idea was that no software could load a pdf file, change some spelling, move a picture around and add a table someplace. PDF is not designed to easily work this way. If I remember correctly even Adobe Acrobate only creates pdf files from stuff it is fed by other software. You normally create your document with an application like Adobe Illustrator or Microsoft Office or if you use open source Inkscape, Scribus or Open Office and when you think it finished you finally create a pdf version of your document. You then send this pdf version to other people instead of the original applications native file format so that you can be rather sure your document can not be edited anymore. Thats how it was thought by Adobe. Of course reality is somewhat more complicated and this absolute NO EDITING has some nuances. It depends much on what you want to edit. Check PDFTK builder on this forum for some options like manipulating whole pages.
Now for todays reality, you may be thinking of Foxit PDF Editor. That is probably what you need but allas is not possible for this forum to provide due to its license. So it may be your mission now to get some people to build an open source clone of a full scale PDF editor. It may be easier though to get a pdf-import filter for OpenOffice or AbiWord someday (or do we allready have one?)

It's actually a fairly good PDF editor, but costs ~$100 (US) per year. So I usually dig into other options. A free alternative (not yet mentioned in this thread) is LibreOffice, which has a reasonable PDF editor and is available here on the site: https://portableapps.com/apps/office/libreoffice_portable
