I had a similar time estimiation with Vista myself. I think it's only Vista, I've never seen it on XP.

Patrick's right. It's a Vista issue. I've had the same outrageous estimations. It's stayed the same since SP1. I'm thinking that Vista just can't be fixed. John C. Dvorak's been saying for a while--no one at Microsoft still knows all the code in Windows, and there's no telling how bloated and buggy it'll get throughout the next versions, unless they do a complete rewrite of the code.
