The error when double clicking the Firefox_Portable_3.0_RC2_de.paf.exe file is

Same error when install over the portableApps Menu.
The English version works well.
I use on a Korean Windows Xp Home with SP3.

like it could be corrupted to me, have you tried re-downlading, ensuring you dont right click on the download link?
Today, I changed the link but I did something wrong so it didnt work. I checked it now and it should be working again.
