Is this meant to replace PFA? And why is this a zip file and not in PAF?

It's a zip cause it's the project release. I haven't done the PApps PAF release yet (it's coming).
And no, this is not a replacement for PFA (it's very obvious if you take a look at the project page and description). It's a general Windows tool to manage filetypes and associations, because I hate the builtin Windows tools and I didn't quite like any 3rd party free / OSS apps. In fact, the Vista filetype tools are totally useless...even less control than XP.
technically you would be making an alternative windows utils pack, including task bar, widgets, etc.

That's correct. The main window is informative only. Go into the edit panel and you'll be able to change that setting.
It's nice I can now change file extentions on my vista machine without going into the registry. The only problem I have (which might just be vista) every time I run the app I get the windows can't verify the publisher dialog. And it also doesn't remember it's settings. Well setting. Show extra tool tips is not remembered. Other than that good job.

It's not digitally signed or anything, so depending on your UAC settings, you might get a warning or privilege escalation prompt.
That's true, the setting is not remembered. I went without any kind of INI or registry settings on this to make it totally independent and portable. That's why I defaulted the extra tooltips to off (would get annoying for someone who knows the program). I know it's two more clicks if you want them, but a sacrifice I was willing to make.

I just saw this on Lifehacker. Types is a open source file extension management utility. Lifehacker says it's portable as well. I haven't had a chance to look at either, so there may be a significant difference, and this project my just be for experience as well. Just pointing it out.
I believe 'Types' requires .NET
I tried it for about two minutes, but didn't find the interface very intuitive.
