not really a patch but its working for me.
download the new pidgin 2.43 and extract the "liboscar.dll" and replace the "liboscar.dll" in \PidginPortable\App\Pidgin\ and you can login to ICQ.

The new release will be made portable soon enough.
You can always DL the local version and replace the app folder, minus a few files and it will work also.
BUT if i would install Pidgin it would also install the GTK runtime, and i down want that!

In case someone else is also wondering about the best way to extract the dll out of the installer, the most convenient way may be to dl the zip-archive instead from here:
http://downloads.sourceforge.net/pidgin/
Or you could just install the latest Pidgin Portable 2.4.3 which was released today, the same day as standard Pidgin 2.4.3.
