It can be a portableapp.com application post just open source apps because this apps eula i think did not allow to redistribute as in a portable app

OK then, thanks for letting me know.
Even if the application is not open-source, it is still possible to create a launcher for it. The final package just won't include the program which will need to be installed separately. The website is therefore not breaking the application's EULA as it does not distribute the program itself.
An example of this is IcoFX, which is currently in testing. I don't know if it will make it on the official application section (would be nice, as it is a freeware), but it is still available to the users until a final version is released.
Then it would be greatly appreciated if someone could make a launcher for it, as this one of my favorite programs and would like to take it with me.
