I cann't switch GUI language to "zh_TW".

Walk through it again and follow it exactly. Also, ensure you installed it with the extra languages. It doesn't by default and they aren't included with Pidgin in the Suite.

You sure your line is exactly: PIDGINLANG=zh_TW
And that you're editing the file PidginPortableSettings.ini in the PidginPortable\Data\settings directory?
I just tested it on Windows XP SP3 (US English) and it worked fine showing Traditional Chinese characters in the Pidgin interface. Be sure you're using a default directory layout and no PidginPortable.ini to ensure it's not a directory change issue, too.

The issue is, I think, that there are unicode characters in the path. The launchers often have issues with multi-byte unicode paths.
Try installing it to X:\PortableApps\PidginPortable on any drive (which is the standard for all portable apps). Let me know if it works from there.

Installed it to my USB Flash Drive.
It works fine, auto selected zh_TW.
Don't need to change anything.
