I wanna portable version of VWD , i searched over the internet but i didn't find any portable version!!

This is closed source, so it's most likely there won't be a portable version made, unless someone can figure out how to manage the settings to stay in the portable folder. Even if someone did that, you would have to supply your own version. Also, in my experience, visual studio products aren't the smallest, or fastest. Although there are some other web-editing suites such as NVU and Komposer which are available on the download page of this site. Although not for creating dynamic, websites with advanced applications, hopefully they are of some help.

A launcher only is not going to be illegal, unless they do it in some really weird way that contravenes the EULA, which is highly unlikely.

if my memory is correct then the EULA that you cant modify or reverse engineer the software and what does a PA launcher do modify the place the settings and user files are stored

plus the license you should have for this software is restricted to ONE computer

Most commercial licenses only allow the application to be installed on one computer. Having the application portable would mean going against the official license.

Shouldn't we just put a statement in the forum rules that says "DO NOT ASK FOR MICROSOFT PRODUCTS TO BE PORTABLE-IZED BECAUSE IT IS ILLEGAL AND WON'T HAPPEN" and hope that people read the forum rules?

Well, there are launchers for portable versions of MS products in beta test available, and (IANAL) this doesn't seem illegal to me. I'm speaking about the Sysinternals tools. Sysinternals has been bought by Microsoft. Thus a statement as you suggest it would not be the full truth.

What I could imagine is a form for requesting apps that checks some things before accepting the request, namely more detailed informations about the requested apps, the existence of earlier requests for this app and so on. This could give feedback to the poster and relieve the forum regulars.
