Are you searching for a bootable OS for booting from your USB device?
Use BartPE. This program exports all files needed for OS + some programs to your USB, but beware! You need at least a 256MB device.

BartPE has got 2 major disadvantages:
- read only OS
- it's not prepared for USB drives - massive reading from USB is also killing the USB

To do BartPE, you will not only have to have XP but also files from 2003 to make it work. XP reset the USB bus during its bootup procedures thusly killing its link back to its source. The files from 2003 fix that but you still need boh. Also, it is not garunteed to work as well. There are many options and configuration that it may work on one machine or drive and not another.
If you want to try to do something like that, i suggest UBCD4Win.com They have a preconfigured builder with plugins and drivers for BartsPE and they also have a license for the BartsPE so it is apart of there 1 download.
BartsPE is meant to run from CD. You can put it on other things but it may not work or work well and it may also be illegal to use the other devises as well. BartsPE gets into a grey area when it comes to its licensing. It is legal to do what he does but you can only have one license on the machine at one time running. So you can not have it running off of the CD and HD at the same time.
