I would like to know if you have a computer without internet service is their some kind of application that could be created so that you can access the internet i mean without an internet connection at all like no internet service provider just like if you buy a computer and you put in the usb u3 drive is their somethind to click on to access internet?
By definition an ISP Provides you with Internet Service.
Even if it's free, or you hack into it, someone must do it.

For connecting from one PC to other there is a need to exist a wireless connection that allows the job. If that connection is nonexistent, then it won't be able to connect.
For a wireless connection to exist there is the need to exist and wireless sender, and an wireless receiver. And both have to have appropriate hardware. If that hardware fails to exist, then it is not possible to connect.

Also, have in mind that the only software that is portabilized for now is software with an OSI approved license, like GPL, LGPL or MIT. And even if an app is free for using, it doesn't mean that it is free for distributing or modifying.
