I have discovered that when your portable drive's drive letter changes, the "save files to" path in the options does not change with it.

I have it set to "Always ask"

It does change for any path except the root of your drive.

I'm using firefox portable 3.0.1 and having this issue. Fox remembers the drive letter of the last download directory, and if it cant find it, it defaults to the owners documents folder! I've tried manually setting them in about:config using relative paths, including \Downloads ..\..\Downloads and {drive}\Downloads and it still defaults owners documents.
All you have to do is set it once to a part on the same drive that Firefox Portable resides on. You're over-complicating it. You do not need to set it as relative. You just set it to X:\Downloads (or whatever it is on your current drive). Then, as you move to a new path, the launcher updates the path to the new drive letter for you.
