I can't download images and such when I am on Vista (or this machine anyway).
When I right click an image and click "Save image as" nothing happens.
When I go to a website that automatically downloads stuff, the prompt comes up asking if I want to open or save, if I click save nothing happens. If I click open, it downloads into the temporary folder on the computer.

You said that it doesn't work on "this machine".
If it works on other machines, I'd say that someone has established certain Windows policies on the machine that prevents the downloads, or perhaps your issue is with a firewall setting.

I can download stuff if I use the Firefox that is installed on the PC.
And I can download stuff on my Windows XP.
Do you have the same extensions/add-ons in the portable version as you do in the regular version?

No, but I disabled all plug ins, extensions, and add-ons and it still didn't work.
And I downloaded the paf.exe and reinstalled it onto my flash drive(didn't delete the old one first).
Reinstall was the next recommendation, but what I'd do is rename the present directory to something like FirefoxPortable-old and then do the install. That way, you'd be sure to get a fresh profile instead of "updating" the existing one you've been using. Oh, and I'd try it before installing any add-ons or messing with any jars or chromes (no accusations, just trying to get as clean a start as possible).
