... could it be that You've tried to change the icon style?
Go to Tool-Settings-OpenOffice.org-View and set the icon style to 'standard'. Restart OpenOffice.org.
I You wants to change te style You have to download and install the imagepack:

no, it didn't work straight after the install.
I added the icon pack, and it still doesn't work. the 10% of icons present change, but the majority of icons are still missing
Even the text in menus is missing. only the 'table' menu has complete text in it.
ooo2.4 works fine
ooo3b1 & ooo3b2 both have this issues
for Screenshots have a look at

... please delete the folder OpenOfficePortableTest/Data/user to take care that this is not a problem with defect user settings (the Data folder is not deleted during setup/update in order to save the user settings)

do you mean OpenOfficePortableTest/Data/settings/user
I deleted that folder, then tried again, no luck.
I deleted the whole Data dir, and again no luck.
Fresh installs many a time and still no luck.
Any other info i can give that would help?
Thanks for your efforts, I'm looking forward to using ooo3, but can't get past this issue.
I just installed ooo3 to C:\OpenOfficePortableTest and IT WORKS!!!
my Portable apps dir is currently
C:\Documents and Settings\Administrator\Desktop\PA
I manually copied the install from C:\OpenOfficePortableTest to C:\Documents and Settings\Administrator\Desktop\PA
and it works
could it be an error in the installer, not coping files correctly if there is a ' ' (space) in the file path?
... keep in mind that OpenOffice.org Portable is designed for portable use.
Long paths with spaces was/are allways a little bit problematic.
I'm glad to here that OpenOffice.org Portable 3 Beta 2 works now for You
