I would to like to know , is there any way to port the application to FTP location rather than external storages like USB/IPOD ..

Doubt it. You mean something similar to cloud computer- sticking the app on a web server and then running it from their?
No.
By default a web application is *portable*. But as far as I know, their is no way to stick the app at a FTP location and use it from there, without having someway to get to it.

As long as you can map it to a drive letter and have it work as a standard Windows drive, you can run apps off of it. But in order for an FTP server to show up as a drive letter in Windows, you need to use a 3rd party utility.

Interesting idea. Any chance an app like that could be portable. Then have the others on the FTP? That would drastically alter the amount of space need. 1 app verse X amount.

All require admin rights. So you may as well just install them on your own PC.
And it's exceedingly slow.
