Miranda IM is a multi protocol instant messenger client for Windows which uses very little memory and supports ICQ, AIM, MSN, Jabber, Yahoo, IRC and more. This new release updates Miranda IM to the latest version. It's packaged in PortableApps.com Format so it can easily integrate with the PortableApps.com Suite. And it's open source and completely free.

MirandaPortable_0.9.11_English.paf.exe crashes everytime.
Every attempt to execute MirandaPortable_0.9.11_English.paf.exe for install yields a crash and error:

I had the same issue once with a bad instller app for Utorrent 2 versions ago, the resolution was to have the package installer remade.
My data: Windows OS, XP professional, SP3, all service level patches current with MS.Ccom
Same OS but no problem here !
You could try to clean-up your cache and re-download, also make sure your windows drive has some free space left.

Finally got this resolved.
I had plenty of space.. and cleared my cache many times b4 i posted.
For some odd reason.. it would crash on installing from my download drive/partition... but when i copied the same file to C:\ drive.. it would install fine.
Odd ... but figured it out / resolved.
