Rufus Portable 2.1 has been released. Rufus Portable is a USB formatting utility which also can create a bootable USB drive using a bootable ISO image. This app requires admin rights. It's packaged in PortableApps.com Format so it can easily integrate with the PortableApps.com Platform. And it's open source and completely free.

Rufus is a small utility that helps format and create bootable USB flash drives, such as USB keys/pendrives, memory sticks, etc. It can be be especially useful for cases where: you need to create USB installation media from bootable ISOs (Windows, Linux, etc.); you need to work on a system that doesn't have an OS installed; you need to flash a BIOS or other firmware from DOS; you want to run a low-level utility. PortableApps.com Installer / PortableApps.com Format
Rufus Portable is packaged in a PortableApps.com Installer so it will automatically detect an existing PortableApps.com installation when your drive is plugged in. It supports upgrades by installing right over an existing copy, preserving all settings. And it's in PortableApps.com Format, so it automatically works with the PortableApps.com Platform including the Menu and Backup Utility.

INI vs Registry
Not sure if you're aware of this, but Rufus can use an ini file instead of the registry for its settings.
If the filename of the exe has a p in it (for portable mode), rufus will default to using an ini file.
It will look in the directory that it is run from (ie: rufusp.exe stored in App\Rufus, WorkingDirectory set to %PAL:DataDir%\settings [will use Data\settings\rufus.ini and ignore settings in registry, any updated boot files (that are otherwise included inside of rufus) will be downloaded to/stored in Data\settings\rufus_files])
The exe can also be left as rufus.exe and an empty rufus.ini can be put in Data\settings to achieve the same thing. (ie: rufus.exe stored in App\Rufus, WorkingDirectory set to %PAL:DataDir%\settings)
Even with this though, there will still be other changes related to the Local Group Policy (which can also be disabled; see the example rufus.ini in the source package for details)
Of course, if you want to leave it as is, that is entirely upto you.
