Has anyone gotten BartPE plugin's to work with PortableApps? There are LOTS of apps as plugins.

BartPE apps aren't portable. They're just packaged to work in the NU menu thing they use and can run from the BartPE environment.
So the answer to your question is, "No, because it's a waste of time and effort."
