It's actually called the 'Super Turbo Tango Patcher', but even a Google search for 'Super Turbo Icon Patcher' brings it up the first result.
So why take the time to ask for a link, wait for him to reply, when it's a 2 second Google search? Just curious.

1) I said "perhaps?", as opposed to "you *need* to provide a linky", which means I was asking him to help a guy out, instead of reminding him of the guidelines of the REQUESTS board when it comes to Requesting apps (which he was not doing).
2) I was not "waiting" for a reply; I made my request, then moved on. I knew I'd be coming back here the next day (today), so I was in no hurry.
3) Since I had no way of knowing what it was "actually called", a Google search under the name he listed woulda found the actual item nowhere NEAR the top, as based on late-breaking research (2 min. ago), and indeed, it woulda been at the bottom.

I think it has to do with the fact that you guys are in different countries. When I'm "south of the border" (Mexico for those of you who don't know) and I "google" something shows different results as when I'm in the US.

It's not dial-up! It's just satellite and wireless! *sobs* Go read the Wikipedia article on HughesNet, and their daily bandwidth, as well as reusing IP's. It's horrible.

for the 27.73Mb for vtp and one look at the screenshots would tell you that it isnt bloated and it is well worth it.

I tried installing it, but every time it froze, then said that it had encountered a serious error and needed to close.
I had the exact same experience trying to install.

if you go to the forums at windowsxlive, you would find that you are in good company and that it is because of your intell graphics driver. they have apatch or a workaround for that.
the majority of the time, it occors on comps with Intell ExtremeGraphics or any other intell powered video device.

I put this on last night and I like it very much. Even more so than Bricopac's Crystal XP I have at work.

I downloaded it and it gave me two errors:
Interger division by zero

CrystalXP's Vista Inspirat 2 is good as well as puts alot less pressure on the system.
It works on my computer.
You could try things like visual tooltip, vistart, vse, viorb, yzshadow and yztoolbar.
vtp at my house and at my grandmas house but i can only use True Transparancy at school. it is a nice change t the ugly windows classic theme the friggin IT guys put on as the unchangeable default, and it works under non administrator privlidges!!

If anyone would read the documentation you would see that it tells you to install it under SAFE MODE.
I have used this before, gotten the same error, decided to go back and read the documentation and it solved my problem.

you dont HAVE to install in safe mode but it it recomended because there is a lot less cause for errors because "Safe Mode" is a seperate barebones copy of windows that isnt really effected by other things. it simply loads and ports everything from the actual copy of windows.
this means that the Safe Mode of windows is kinda like a seperate OS making changes to the nearly inactive (and what i am going to call) "Actual windows"
(i call it Actual Windows because there is no real name for it other than windows, unlike safemode and the long gone "Real Mode" that was around when win3.11 was. it was basically how windows users got to use the windows extention for dos and still acsess the command prompt. Real Mode booted a windows backround and then gave you the usual
