You could use Icon Sushi, which is easily made portable through PAC.
Icon Sushi does not properly support transparency so any drop shadow or other semi-transparent area of an icon will become distorted

I agree IcoFX is a ncie suite of Gimp/photohop like tools for icons however may it be suggested...
