proxy?

you may have a proxy that is configured that is keeping you from connecting to the internet.

Internet Settings

If you use IE, is there a proxy specified in your Internet Settings; if you use FF, is there a proxy specified in Options » Advanced » Network?

and

are there any firewall settings? Which firewall do You use? Your firewall should ask / inform You about an app trying to connect. If it doesn´t You might have blocked the ports in the general settings, so no splash will show up.

look at this

https://portableapps.com/node/8327, and if You try a search like "zone alarm and firefox" You´ll get a lot of stuff about Your trouble.eg http://forums.zonealarm.org/zonelabs/board?board.id=access
EDIT : a small hint about the sense of personal firewalls

Malware from Your flash drive takes the short way over the hedge, only "safe apping" will draw a barbedwire fence around your PC.
Some firewall/antivirus programms even work when You simply shut them down.Check the config settings for Portable programms, set them to allow, else set the security level of Your firewall to the lowest level, that might help.

this may not work but

install FF then take all of the ff files and stick it into the FF dir of FFP

btw
FF = firefox
FFP = firefox portable
