By default, it's set to auto (since nearly all people will be using a computer in their own language). You can set it to your language of choice ahead of time and it will remember your setting on every computer you use. If you're stuck, open up VLCPortable\Data\settings and open the vlcrc file in a text editor (like Notepad++ Portable). In there, there's a line that reads:
Change it to:
... for English. Or use the language code for your desired language.
