Portable Apps as U3 backup Launcer app
U3 drives are disabled in many computers now
a launcher like portable apps configured to launch
the programs already present in u3 as a backup would ...
save space using the programs present and the ability to
launch non u3 as well would be very welcome even with Xtraveller
please consider a mod to make Portable Apps the U3 backup launcher
for those U3 programs that can be launched without U3

Well, if running U3 is prohibited by policy, I'm not sure you want to try to get around that policy. Might not be wise. But if you're determined: have you tried renaming the LaunchU3.exe program (or better, make a copy of it with a different name) and tried to run it that way? (The one in the "real" drive, not the one in the pretend CD drive.)
Are you referring to the autoplay capabilities of U3? Even if U3 doesn't start itself, you can start it manually by clicking on the LaunchU3 file in the "root" of the main drive.
As for starting U3 apps, a better alternative might be to get the non-U3 version of the app and use it.
The methodology for launching U3 apps is pretty well defined, so I guess it would be possible.
Techie stuff: If the policy works by not allowing executable files in the appdata directory, it might be difficult to get around that even with a different program.
Is there a specific U3 app that you are having trouble with, or can't find an alternative PortableApp for?

And next time, please Search before post.
If a packet hits a pocket on a socket on a port,
and the bus is interrupted as a very last resort,
and the address of the memory makes your floppy disk abort,
then the socket packet pocket has an error to report
Aciago,
If your link was a result of searching then searching will not work as you link to something which in no way provides the OP with what they need. The tool in question replaces the U3 launchpad with something of your choice, it does not launch U3 programs, which is what the OP is asking for.

Things have got to get better, they can't get worse, or can they?
he wants to replace the U3 menu, but if that is not the case, maybe this one can help, and is also found searching the forum.
EDIT: if he wants to run U3 Apps on PAM, then that is not possible yet (AFAIK) and can't be found searching because it's the first time that is posted... my apologizes in that case...
