The way I've seen them, they take books and turn the pages into images. The DJVU and CBR formats have readers that present the images so you can read or look at them.
It's like PDF, only the text isn't searchable (that I know of). But for manga or artbooks, it's a good option.

There is a beta test of CDisplayEx in the forums, that app can read CBR files. I dunno about DJVU though
