I really like the mac-on-stick portable mac app. its really great to have that other computer to put programs and files in and be able to completely customize. plus I can take it with me which is another plus.
but that is a very limited thing. its a very old version of mac operating system that three arent too many useful things for it. but there are other operating systems.
are there any linux or windows (95,98,2000,xp, whatever) emulators that function like thae mac one. EG: it runs in a window or fullscreen instead of having to boot the computer with the flash drive

One that I know is QEMU. It supports a lot of different Systems and is open source. There are several ones like VMWare, Microsoft Virtual PC, Virtual Box but most of them are closed source and difficult to make portable.
I hope that gives you some ideas, check Wikpedia/Google for others. And welcome to PortableApps.com

VirtualBox has an open source edition, and Steve is working on a version of QEMU that is fully open source, as the official version uses a close source sound library.
