No Need

There's really no need. Just use Mozilla Firefox, Portable Edition. Add in the FireTorrent extension (right-click to download, then do a file open on it). Then, choose a theme of your choice from addons.mozilla.org.

Safari is closed source, only it's UI for windows is open source
