It be nice if it had some IT tools, like port scanner, whois, dns look up, etc. There tons of tools that would be great for IT to have that they could just grab there usb key and start using

Maybe you could take your own favorite tools and determine two things:
Not that either condition is mandated, but if they are known it can be helpful.
Most tools for scanning IP on the network (Wireshark, nmap) require winpcap, which requires Admin privileges to install. But the tools are still handy to have.

Slight correction to the above statement. Those apps mentioned need admin to install WinPcap which allows low-level packet capturing on the local network interface. IP scanning a network wouldn't require admin privileges necessarily unless the software used required admin privileges to install. (I'm differentiating between "capturing packets" and "scanning IPs" which are two different things).

Well, you can scan ip's in some uninteresting ways without winpcap, but the ways that actually get information require that you be able to either send in a different way or capture packets that are coming back.
nmap is the standard for scanning IPs. If it requires it, it's required.

True. I was focused on Wireshark about the packet capturing aspect but you're correct on Nmap being the "unofficial standard" for open source network IP scanners on Windows.
