The applications that use locale files for the different languages are available with those languages bundled (Portable AbiWord, Portable Gaim and Portable FileZilla). The other applications don't make language packs available officially anymore but instead require a full install of each language to be adapted. For Portable Firefox or Portable Thunderbird, you can just copy the program files from your local install. You can do the same for Portable OpenOffice.org... but your portable install will be bigger.
Localize versions are coming soon. I'm going to post the strings today to get some localization help and go from there.
