I'd like to know (or I'd like to suggest, if I may be that pretentious) why the file "temp-exclusions.txt" is not placed in the "data" folder like the other settings.

you can indeed ask, the reason is that it isn´t a setting as such, just as list of files that gets passed to 7zip (the program used tby Toucan to handle backups) to tell it what files to exclude. As it gets recreated every time there didn´t seem a lot of point putting it in the Data folder.
I guess the only point would be to allow the user to check that it set up the correct list to build up confidence in the procedure. Perhaps there could be a temp folder where it was put so it doesn't get backed up?

If the file is rebuilt each time (I checked by deleting it, then running Toucan and opening a saved "parameter" in Backup where the exclude list appeared from the saved parameters), would it be OK to have it "cleaned" at Toucan exit ?
Seems to me that would be "ecologic".
Is that file backed by PAM backup function ?
Note: sorry for the approximate wording, I'm using the French language in Toucan.
