If this helps anybody, I had been having trouble getting Flash to download the way it was supposed to per the instructions at https://portableapps.com/support/firefox_portable#plugins. I would get an error -228 on the download.
Eventually, I saved to my USB drive by right clicking on the link to the XPI installer package and choosing "save target as". Then, I navigated to that folder within Firefox Portable (in my case, by typing the address of my portable drive, F:/firefoxportable into Firefox portable's address bar), then clicked on the XPI file from there, and it seemed to install fine.

If the two files:
NPSWF32.dll and flashplayer.xpt
are not on your flash drive in either:
...\FirefoxPortable\Data\Plugins
or
...\FirefoxPortable\App\firefox\plugins
You may have wound up installing it on the host machine.
Verify that they are there.

Things have got to get better, they can't get worse, or can they?
Something made me dig a little deeper, and prior to this, I was using Flash from the hard drive install of Firefox, not from FF portable. The XPI install here, (in my case via the workaround) got me right on Flash.
My new goal is to work around Windows Prefetch, because that does leave a few breadcrumbs on my computer.
