A few good apps to make portable would be F-Spot and
gThumb image viewer. They are pretty cool apps in Linux
and would be good in Windows.

i'm pretty sure both of those apps are only for linux because they both say they're for Gnome and i don't see any windows download links. you could try out JPEGView Portable

Well, if you have the source, I found WinLin (winlin.sf.net) that virtualizes linux to windows, but you have to compile the source with its DLL.
