I have seen in the web page you would like to develope a portable Linux.
Such thing exist. Check the distribution DSL

The basic system is only 50Mb, including basic aplications.
Can boot from cd, usb or hard disk.
Can boot on windows using qemu virtual machine.
All you need is to add it to your menu.

i'm pretty sure he knows how to do it; he's just suggesting it be official. however if he had searched he would have seen that qemu + dsl or others has been suggested many times. It's in the works
Not to mention the fact that I've found downloads for already-portable versions of Linux that run within Windows and do not require rebooting. So he could also just ask for a Launcher if he had that.
