Unfortunately it can never be completely portable because it is written in C#. C# requires that the Microsoft .NET framework be installed on the PC, and despite what MS wants us to believe, the .NET framework is not usually installed on public PCs.
Writing a launcher could be possible, but your use of the app would still be limited to a PC that has .NET installed.
