recovery utility request and GPG update

1. Suggest to release a recovery utility similar to the FinalDATA
2. GPG has updated to version 1.4.9, our portable GPG is 1.4.7

You need to use the regular versions of those utilities to fix the issue. There are no legal portable versions.
