Like all apps here, it is designed to primarily be run from:
X:\PortableApps\FirefoxPortable
... where X is the drive letter of your portable device. Most apps should run from other paths. 2-byte Unicode characters in the path can break many of the apps, though and have never been supported.

I'm running out at the moment, but I'll double check this tomorrow. If there's a way we can ensure it works that'd be great.
One test, see if it occurs with RC2 if you delete the Data directory. In that case it tries to restart itself to show the license (similar to the Session Store dialog). And I think it is this restarting that may be causing the issue.

I'm encountering the same problem.
It's not only the first-time start up which is affected though, but also the addons installed. Whenever I place the firefox folder into a directory with 2-byte Unicode characters (in my case it's Chinese), the addons cannot function properly (the same goes for both RC2 and the final release).
Say for example the options windows for the addons no longer pops up (every time I click on the options button the window just halts there and nothing pops up), and the icons for the extensions don't show in the addons window.

Just now I discovered that the problem's caused by Antivir's File Guard, but not firefox portable itself. (when I tried to turn of Antivir's File Guard, everything worked fine without any problem; when I turned it back on, the problems persisted)
