Would it be possible to have PDF-XChange Viewer as a portable application? It allows you to highlight and add notes to a PDF file.

Could you tell us what license PDF-XChange Viewer is under? Google does not indicate that it is open source, so unfortunately, we here at PortableApps.com can not provide a packaged version.
PortableApps.com provides software licensed under the GNU Public License V2.
There is a possiblity that a current application, PDFTK Builder Portable will be suitable to your needs.
If you really really need PDF-XChange, you my find this application beneficial.
Also, Google returned This result. I know nothing about the link, as it would not load correctly on my computer, however, Google indicated that there was a portable version.
