Also, will the applications run natively or will the implementation use an emulation layer such as Wine?

i think you will find that this has been left for dead cause there are many linux distributions that do this already
That's not necessarily true. Don't assume it's dead, it's just taken a back seat to sorting out legal agreements so our site can promote freeware and commercial apps as well, and we've been working to create a solid standard for creating portable apps.
