sorry but all .NET apps are not portable
As hunted hawk said, any applications that require the .NET framework can never be completely portable. It may be possible to package the application in the PortableApps.com format, but it will only work on computers that have the correct version of .NET installed (there is no compatibility between versions of .NET).
