When I try to open the help utility, I get the following message:
help.exe Message
The GIMP help files are not installed.
Could not open '...\PortableGIMP\gimp\share\gimp\2.0\help\en\gimp-help.x,l' for reading: No such file or directory
Please check your installation.
Sure enough, it's not there. And I've looked through the zipped archive used to load all this, and I cannot find the file either. Any suggestions?
I don't know but maybe they were removed to save space.
This may help you.

I just looked at my standard local install of GIMP and there's no such file. Whatever file it is looking for, isn't part of a standard GIMP install. And I get the same error when trying to access help.

I encountered the same issue. There's a help file installer on the Gimp Sourceforge page, but it does not work since Gimp is not "Installed."
Looks like there's a typo somewhere. I'm guessing it wants to access "gimp-help.xml", but because of a typo in the code, it's looking for "gimp-help.x,l" instead, so it's not finding it.
...unless the "x,l" thing was a typo on your part?
Mine comes up .xml
Can't find it. The file is not within the directories. My guess is that it's a size issue. The installer is around 28 megs as I recall.
The help files are not included in a base install of the GIMP. It's a separate installer and download.

I resorted to a local install of GTK, the GIMP and the help files; followed by zipping and moving the help files from the C: drive, which seems to have worked OK.
You can pick up the zipped help files and read about the installation on my website: http://abacci.com/portablegimp/index.htm
Thanks, BotheredByBees. Your solution worked for me.
This thread got me going but, as pmarion points out, the installation instructions lead to a help file installer which doesn't work with and installed PortableGimp.
I think this issue is important enough to get a mention on https://portableapps.com/support/portable_gimp. Users ought to be told why the help is not included and how to install it if they wish.
Just my thoughts,

The GIMP's help file is never included with a distribution of the GIMP. It's always a separate download. Even for the desktop version. The reason is that the help files install is bigger than GIMP and GTK combined.
That said, I'm making it available with the next GIMP Portable release. It'll be a separate download, of course.

In the while i can upload somewhere the help file from my no-portable gimp, the link of brothersbybees is broken (404 error).
Must be sufficent copy and past them in the right folder
