Nonoh is a voip software that has a service like Jajah. It´s cheaper than Jajah and Skype. Very good quality of calls, as good as Skype and Jajah.
For brazilian like me, its the one that I know that has free calls to brazil.
To use Nonoh Portable, download and install Nonoh. You can copy the files located in C:\Program Files\Nonoh.net to your portable device (i.e. pendrive).

apparently from the program files, I would assume it's .NET meaning that it can't run on all computers. but OMG their rates are just plain phenomenal :D.
Though I'm not entirely sure that it's portable (does it write into %AppData%? the registry?), it looks very useful.
